On 28th February 2020, the Director-General of World Health Organization (WHO) hinted the “risk of spread and the risk of impact of COVID-19 to very high at a global level.” In his statement he requested all countries for appropriate mechanism for safety and preparedness to avert any severe impact. For that WHO “call for all countries to educate their populations, to expand surveillance, to find, isolate and care for every case, to trace every contact, and to take an all-of-government and all-of-society approach – this is not a job for the health ministry alone.”

During January 2020 in observation of the global outbreak of COVID-19 the National Institute of Health, Pakistan and Higher Education Commission issued an advisory. In response to this advisory, the honorable Vice Chancellor Karakoram International University, Gilgit,  Engr. Prof. Dr. Atta ullah Shah formed a Safety Committee to carefully review the unfolding situation and prepare a response mechanism to mitigate the impact of contagious corona-virus. It is understood that along its higher scale of contagious features, there was a great scale of misinformation spread that created a huge amount of concern, anxiety and uncertainty in the society. Therefore, KIU safety committee made preemptive measures for the safety and wellbeing of KIU-family as a highest priority. In this regard, the Safety Committee took all the necessary measures to prevent the problem and continued to work closely with the Health Department, Government of Gilgit-Baltistan. In addition, KIU follows the advice of the Government of Gilgit-Baltistan and directives of the Federal Government before making any decisions. And at the same time, with the patronage of honorable Vice Chancellor, the KIU safety committee and KIU’s scientific community joined their hands to support the government and health departments.

KIU safety committee designed an affective surveillance and management mechanisms emplace proactively to promote prevention and control of this viral disease. At initial stage, an emergency room at convener’s office was established in liaison with KIU medical facility and security office become operational as a quick response team. However, due to rapid spread of disease in the town, the provincial government of Gilgit-Baltistan ordered the closure of all academic institutions including university in March 2020. However, before the complete suspension of educational operations across the country, the safety committee implemented awareness sessions and sensitization process among student, faculty and staff, daily disinfection practices to be implemented within offices, classrooms and hostels. And quick response team through KIU safety committee, KIU health office, security office and GB health department remained operational.

HEC Policy Guidelines and KIU’s Response

In the second week of March, 2020 the Special Vice Chancellor’s committee at HEC deliberated over global alert issued with reference to the global outbreak of COVID-19.  Towards the end of this meeting, the VC’s committee agreed on following actions for implementation .

  1. Disseminate information to all faculty, staff, and students.
  2. In the event that the Government of Pakistan decides to close Universities, notify the two-week vacation as well as the resumption of classes after two weeks.
  3. Set up crisis teams and appoint focal points within their universities to liaise with the national strategic committees.
  4. Require students to register on all necessary apps, e.g., Coursera, Skype, WhatsApp, Microsoft Teams, and others, and to update their passwords.
  5. Get the LMS installed on their own or HEC provided infrastructure.
  6. Arrange training for their staff in proper use of the required technical solutions.
  7. Arrange (with support from HEC) the hardware and software needed to implement the required technical solutions.

To comply with HEC decisions and to re-visit the KIU response and preparedness to combat COVID-19, on 13th March 2020, the VC-KIU chaired a combine meeting of all KIU officials, academic and administrative heads.

In this meeting, the VC-KIU directed the KIU safety committee to establish an ‘online safety portal hosted through a whatsapp group’ for official communiqué, so the KIU officers can access the official communication based on authentic information and factual data for further dissemination. This helped greatly to eschew circulation of any unauthentic information and fake news that normally creates panic and fear within the institution vis-à-vis it casts negative multiplying effect on society.

The Vice Chancellor reiterated that KIU retained its decision to comply the advice of provincial and federal government on academic operations for educational institutions. However, HEC has asked all higher education institutions (HEIs) to suspend academic operations; and in the meanwhile all universities to explore and work on its short term and long term strategic planning for academic programs. In order to work on short term and long term strategic planning, the VC-KIU proposed the formation of task force or sub-committees to prepare ‘policy framework’.

Blended Teaching Model & Establishment of Facilitation Centers

To save the precious time of students during the lockdown and suspension of physical academic operations, the honorable Vice Chancellor directed to deploy the indigenously developed KIU-LMS towards easy accessibility of teaching learning material across Gilgit-Baltistan. In the first phases, all faculty members were given trainings in the month of April 2020 regarding preparation of online/ offline lectures and effective use of LMS. In the next phase, all students were registered at KIU LMS, and to facilitate the internet connectivity, the Special Communication Organization (SCO) offered services to KIU staff/ faculty and students. In addition, SCO agreed to develop a techno-park at KIU to support IT infrastructure and Techno-park at KIU.

As a trial phase, a mock semester was offered during April-June 2020, which allowed faculty and students to experience online/offline distant learning and assessment protocols. Once this trial phase proven successful, KIU officially started spring semester harnessing various digital platforms i.e. LMS, Whatsapp, Google-Meet and establishing 42 facilitation centers under four main hubs across GB.

The idea of establishment of these facilitation centers was to provide education and academic material on equitable basis. The honorable Vice Chancellor, not only inaugurated these centers, but also distributed academic and teaching material in various locals of Gilgit-Baltistan to encourage students in the times of despair and destitute. This allowed students to come forward with hope, resilience and adapting the new learning conditions.

KIU Offers its Services to Society

Apart from the establishment of KIU-Safety committee to carefully review the unfolding transnational health related conditions to design SOPs and action plans for the safety and security of KIU students and staff. But also, under the patronage and guidance of VC-KIU the scientific community of KIU particularly the active innovative contribution of Dr. Sajjad Ali (HoD) and his colleagues of the Department of Chemistry came forward to put together tireless efforts to produce indigenous green products (hand sanitizers and fumigants) aim to support our frontline force, who are fighting against COVID-19.

In this regard, on the special instructions of Engr. Prof. Dr. Attaullah Shah, Vice Chancellor KIU, the KIU Safety Committee gifted a package of KIU Sanitizers and KIU Green Fumigant to Government of GB, FCNA, other government departments, Airport authorities, COVID-19 Isolation Centre at Muhammadabad Danyore, GBRSP and others. Moreover, Dr. Sajjad Ali, Chairman Department of Chemistry serves on the GB government’s technical task force on COVID-19 to inspect and quality check of chemicals and arrangements to curb spread of COVID-19. KIU believes itself as an integral part of the society, its role is not only to create and disseminate knowledge, but also tangible scientific contribution towards the benefit of society at large.

At the same time, a dedicated team of KIU volunteers led by Mr. Ahsan Sharif, student of BS program at Department of International Relations is leading a group of KIU volunteers through “My Helping Hand Foundation” to spray, fumigate and town cleanliness campaigns in various towns, villages and districts of GB.

KIU safety protocols and preventive measures have remained very successful. The deployment of robust safety regime and academic plan helped in mitigating the effects of COVID-19 on the campuses. KIU regularly updates the HEC portal. Despite geographical vis-à-vis technological limitations KIU leadership and its team remained highly determinant and resilient to achieve the educational and institutional goals. This is being appreciated by the government, civil society, HEC and above all students and their parents.
